When I build the Biped templates (regular or game biped)
the UI control elements for the arms, legs, neck, and head are not parented and appear on teh ground in front of the rig

There is no “default behaviour”. That is just where they are in the template.
You can move them wherever you like. Or even choose other controls to be the host.
But it’s better not to parent them directly under the limbs, because this causes extra evaluation loops in the rig. If you parent them under the body or COG instead of the limbs, you can easily gain 10 - 15 FPS in speed.
